Why wont he call me his girlfriend?

This is what i wanna know. I started likin this guy a while back, we have been talkin for like three months. We regularly see each other almost every day. He will text me all throughout the day, and sometimes just to say xoxo. BUT my question is, when i ask him why were not "dating" yet, he says its so we can get all of our little arguing out of the way because he dont wanna get in a relationship and us break up over something pity. Why is he acting like me being his girlfriend is a lifelong commitment as if were getting married. He tells me he likes me a lot, sees himself dating me, but im getting tired of waiting. Espcially knowing were already practically together. We have the same boundries and rules as if we were dating, Im falling for him and i dont wanna get hurt.... whats the deal here?
