Is there a way to make "Tron-Like" glow effects on images using photoshop? any suggestions?

I recently watched the movie Tron and was wondering if there was any way to easily create "Tron-Like" effects in pictures. Any help is appreciated, i am currently a student in a Graphic Arts/ Interactive Media cl and was thinking of using this on a project. Thanks
