Is water really necessary for life on other planets?

For something to be alive there has to be the ability for movement at a molecular level within the cells. Therefore there has to be a liquid environment of some sort. Water is a neutral liquid which allows movement without reacting with the molecules that make up the living tissue. Can you think of anything other than water with this property?
