If the police cannot help me 'or' the local council...where do I go to get help in regards noisy neighbours?

If the police investigated your complaint & found that they could not help you, it's because the noisy ones are within the confines of the law. On the other hand, if you still think that the noisy ones are unlawful, here's what to do: Put your complaint in writing; send it to your local political leader (mayor or councilman, or whatever). That person will get results.
